Looks like the boost pressure is indicating psia not psig. 13.92 psia would be atmospheric pressure at your altitude.

We had 2 pc240s blow turbos while they where still under their warranty luckily. Within a few months of eachother the cause was the operators not letting the machine idle down on its own while working. They would reach over and turn the idle nob down. Manually idling the machine down so they could talk to ditch guys and it wasn’t allowing the turbos to spin down properly

On the stud issue removing turbo, why not heat the horizontal stud and double nut it and pull it out that way. Or?

Alot of things could cause this issue,electronic and mechanical. But taking a hose clamp loose and removing a hose to check a turbos rotation ability is part of a disgnosis. The boost indicator was pretty indicative of the issue but that needs to be true as well,and electronics today,new or not ,are often suspect. Why the turbo failed? A 0° F full roar start up gave it quite a blast and it likely spun a few thousand revolutions . Also it may have had a pre existing condition that cold will definitely find. But a thing to check any time power is down is the turbo on turbocharged engines. Where I am,frost in the air can melt on an air filter when warm and running and freeze when shut off. That shuts an engine down too. High humidity cold. An interesting watch.

After seeing that oil flow test at Turbo, pretty sure the lock up was a coincidence.

I always fill the new filter with oil. That way you get oil pressure quicker

I think that I would disconnect your favorite idle button to avoid a repeat incident.
